AVIATION SUPPORT
PURPOSE
This appendix will develop a capability for the chief executive, key staff, and emergency support personnel in Saline County to direct and control aerial support operations from a centralized facility (EOC) in the event of an emergency.
SITUATION AND ASSUMPTIONS
Situation
• Saline County is subject to many hazards (as stated in the Basic Plan) that would require the use of aerial support to facilitate coordination and control of ground operations in a large-scale emergency situation.
• Saline County will activate its aerial support group from the EOC.
• The aviation support group will be activated by the aviation support coordinator or designee.
• The coordinator will dispatch planes and pilots as necessary.
• A hand-held radio equipped for aerial use to communicate with all ground frequencies is available for use through the aerial coordinator.
Assumptions
• It is assumed that the aviation support group in Saline County will survive and remain functional regardless of which type of disaster strikes the area. (The exception here would be nuclear attack, which would require actions to insure survivability.)
• This appendix will aid timely emergency responses during disasters by insuring coordination of all aerial activities.
• If the situation is such that the local systems are overtaxed, the Missouri Pilots Association, through the coordinator, will be able to augment other resources during the response and recovery phases.
• The air support system as described in this appendix is adequate to deal with most emergency situations in Saline County, but in a severe emergency augmentation may be required.
CONCEPT OF OPERATION
General
• Ultimate responsibility for developing and maintaining an air support capability lies with the aerial coordinator and staff.
• The aviation support operations for Saline County will be controlled by the aerial support coordinator, either from the air or the EOC.
• All public information will be released through the Public Information Officer.

DIRECTION AND CONTROL
• For incidents that have reached an emergency classification (see Appendix 3 to the Basic Plan), overall direction and control will be from the designated EOC within the affected area.
• Specific department heads may be designated to maintain operational control of their own communications system, but will coordinate with the EOC during emergency operations. All departments must become familiar with the procedures outlined in this appendix.
• Outside communications and warning resources used to support emergency operations will remain under the direct control of the sponsoring organization, but will be assigned by the EOC to respond as necessary.
CONTINUITY OF GOVERNMENT
• Lines of succession shall be at the discretion of the coordinator and shall be four in number.
ADMINISTRATION AND LOGISTICS
• Maintain mutual aid agreements and agreements of understanding with adjoining counties for aerial support.
• Notification/recall lists for all departments, to include each individual in the chain of command will be updated regularly and provided to the Saline County Emergency Management Coordinator. This list should include telephone numbers and radio frequencies of neighboring jurisdictions and state agencies. A communication system to implement call-down rosters for personnel assigned to the EOC, etc., must also be maintained.
ANNEX DEVELOPMENT AND MAINTENANCE
The County Emergency Management Coordinator, along with the Aviation Support Coordinator will be responsible for the maintenance of this appendix. It will be reviewed, updated, and modified as necessary.
