The Billing Demand shall be determined by measurement and shall be the average kW demand during the 15-minute period of maximum kWh use during the billing month, but shall not be less than 80 percent of the maximum demand for the month of MMU's peak month of defined summer season of the 12-month period ended with the current billing month.
When a customer has permanently installed electric heat/heat pump equipment which is the sole means of comfort heating, the rate per kWh, for the winter season, will be $0.05 per kWh for all kWh in excess of the 80% maximum kWh used during the maximum month usage of the summer season of the prior calendar year. All kW Demand in the winter season in excess of the maximum kW Billing Demand used during the maximum month usage of the summer season of the prior calendar year shall be billed at 50% ($0.0625) of the posted winter season demand rate. This rate does not apply during the subsequent winter season to new customers who were connected to the Department's system, or who have added additional load other than space heating equipment, since the preceding summer season.
